FOUNDING CHARTER

of the

Bounty Hunters Guild


ARTICLE I. THE GUILD

Section 1. The Bounty Hunters Guild shall be led by a Council, headed up under the executive authority invested by the Protector (herein referred to as "The Sword").

Section 2. At the head of this Council shall be a Chancellor, High Overseer and First Councilman of the Salaktori. The Chancellor shall serve as Head of Government, with the powers of the State being invested in The Sword and delegated to the Chancellor.

Section 3. The Sword is afforded all rights and responsibilities as deemed necessary over the Government and State.

Section 4. The Sword shall appoint whomever they choose as their Chancellor, who will be responsible for chairing the Salaktori, managing day-to-day operations of the Government, and provide a link between the citizens and The Sword.

Section 5. Through the authority invested in him by The Sword, the Chancellor shall name the Overseers of the various houses and divisions of the Guild. These must include, but are not limited to, Overseers for the common defense, common security, common industry, and common betterment of the government. They may also be dismissed by The Sword, a four-fifths vote of the Salaktori, or the Chancellor themselves.

Section 6. A hunter of the guild is defined as a member of the Bounty Hunters Guild or any affiliating or nationalized group. Upon leaving the group, the hunter's access is revoked and all rights with huntership are dissolved.

ARTICLE II. THE CITIZENS

Section 1. The Bounty Hunters Guild shall not pass any law preventing the free exercise of a religion nor shall any law be passed that limits the freedom of speech, the press, or the right of the people to peaceably assemble during a time of peace.

Section 2. The Bounty Hunters Guild shall not subject any person to unreasonable search and seizure on their person or their property. No warrants shall be issued without probable cause or reason.

Section 3. All persons have the right to a fair trial within reasonable time if charges are brought against them.

Section 4. No person shall be tried twice for the same offense without new or substantial evidence, nor shall any person be compelled to witness against themselves, nor be deprived of life, liberty or property without due process of law.

Section 5. The Bounty Hunters Guild shall not impose excessive fines, nor inflict cruel and unusual punishment.

ARTICLE III. THE SALAKTORI

Section 1. No less than twice each standard galactic year, a body of representatives consisting of no less than five members will be elected popularly by the Guild member planets and colonies.

Section 2. Any citizen may run as a candidate for the Salaktori, except Overseers, Chancellor, or The Sword, and no person or body may stop another from running. A period of seven days is given for campaigning, and then the next three days are open for polling. Once the polls close, the candidates with the highest points shall be elected for one term, usually a period of six months.

Section 3. If a member is unable to complete their term, a special election shall commence allowing for five days of campaigning and two days for voting. If there is less than three weeks remaining in a session, the seat shall remain empty. A member can be removed for inactivity (no activity in the Salaktori for 7 days), high crimes against the state, resignation, or death.

Section 4. The Chancellor is the First Councilman of the Salaktori and will chair its proceedings. The Chancellor will establish the rules of the chamber and will only vote in the case of breaking a tie. Any act passed by the Salaktori may be vetoed by The Sword, but all bills passing must be considered for at least 48 hours by the Guild Council.

ARTICLE IV. CRIMINAL CODE

I. Legal Definitions, Sentencing, etc.

Section 1. Offenses categorized as Class I through III are serious crimes or felonies and may include jail time. Class IV offenses are misdemeanors. Class V offenses are infractions.

Section 2. Sentencing Guidelines shall be in the following format:
- Class I: Death Penalty or Life Imprisonment, No Possibility of Parole
- Class II: Long-term Imprisonment (Perhaps Life), Possibility of Parole
- Class III: Short-term Imprisonment, Possibility of Parole
- Class IV: Fine of 100,000-1,000,000 Credits
- Class V: Fine of 10,000-100,000 Credits

Section 3. Additionally, all sentences may include financial restitution as deemed appropriate by the Court for the offense committed.

II. Criminal Offenses

Section 1. Aggravated Assault shall be defined as "Someone who harms another with a deadly weapon or the intent of injuring another seriously". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 2. Simple Assault shall be defined as "Someone who harms another with a non-lethal weapon or strikes another with the intent of causing harm". Those found guilty of this charge shall be subject to no less than a Class IV offense.

Section 3. Blackmailing (or Extortion) shall be defined as "Someone who threatens, cajoles, or otherwise makes demands of money or improper actions backed by a threat, violent, financial, or otherwise". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 4. Bribery shall be defined as "Someone who improperly encourages through financial means or other consideration an Alliance official to act in one’s favor". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 5. Conspiracy shall be defined as "Someone who conspires to attempt something unlawful". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 6. Destruction of Property (or Assets) shall be defined as "Someone who, with malicious intent, destroys or damages property belonging to another or the Alliance". Those found guilty of this charge shall be subject to no less than a Class IV Offense and shall provide compensation for the damaged property.

Section 7. Forgery shall be defined as "Someone who commits forgery of Alliance or other critical documents or makes a false statement in a statement or report to any lawful authority of the Alliance". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 8. Fraud shall be defined as "Someone who engages in deception for the purpose of financial profit or other gain". Those found guilty of this charge shall be subject to no less than a Class IV offense.

Section 9. Kidnapping shall be defined as "Someone who abducts or otherwise unlawfully imprisons or transports another against their will". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 10. Premeditated Murder shall be defined as "Someone who premeditates to unlawfully kill another and does so shall be guilty of Murder". Those found guilty of this charge shall be subject to a Class I offense.

Section 11. Non-Meditated Murder shall be defined as "Someone who unlawfully kills another without previous plans or conspiracy to do so shall be guilty of Murder". Those found guilty of this charge shall be subject to no less than a Class II offense.

Section 12. Negligent Homicide shall be defined as "Someone who is responsible for another’s death through negligently failing to take the appropriate action to prevent the death". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 13. Obstruction of Justice shall be defined as "Someone who unlawfully interferes with any Alliance Investigation or Action". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 14. Perjury shall be defined as "Someone who knowingly makes false statements in any official Alliance body, including to the Advisory Executive Cabinet, Alliance Command Council, or Alliance Court of Law". Those found guilty of this charge shall be subject to no less than a Class III offense.

Section 15. Robbery shall be defined as "Someone who unlawfully takes another’s property through force or the threat of force shall be guilty of robbery". Those found guilty of this charge shall be subject to no less than a Class III offense and shall provide compensation for all assets taken.

Section 16. Slavery shall be defined as "Someone who enslaves a sentient being for the purpose of exploitation or otherwise forces a being into bonded labor". Those found guilty of this charge shall be subject to no less than a Class II offense.

Section 17. Theft shall be defined as "Someone who unlawfully takes another’s property". Those found guilty of this charge shall be subject to no less than a Class III offense and shall provide compensation for all assets taken.

Section 18. Treason shall be defined as "Someone who intentionally betrays the State, by any means designed to destabilize the State". Those found guilty of this charge shall be subject to no less than a Class I offense.

III. Internal Law


Section 1. It is the job of the Overseers and Commanding Officers to ensure that these laws are followed, and anyone found breaching them is reported to the Renliss Investigative/Enforcement Divisions.

Section 2. Insubordination shall be defined as an act of deliberately disobeying a Superior Hunter in the Guild.

Section 3. Absence Without Leave shall be defined as failing to report for duty, without requesting leave from the offender’s commanding officer.

Section 4. Disrespect towards a superior shall be defined as showing disrespect to someone within the Guild of a senior rank and/or position than yourself.

Section 5. Non-compliance with Guild Procedures shall be defined as a member of the Guild who intentionally fails to comply and/or enforce the laws set down in this document.

Section 6. Intoxication whilst on duty shall be defined as any hunter found intoxicated whilst on duty. Intoxication includes substances such as alcohol or spices.

Section 7. Dueling a fellow hunter shall be defined as any hunter within the Guild found to be threatening or carrying out physical violence against a subordinate member of the Guild.

Section 8. Assault of a superior shall be defined as any member of the Guild found to be threatening or carrying out physical violence against a member of the Guild with superior rank, position or authority.

Section 9. Conduct unbecoming of a Guild Hunter shall be defined as any member of the Guild who shows conduct which is thought of as impolite or incorrect behavior of a member of the Guild.

Section 10. Desertion shall be defined as any member of the Guild who, without authorization, goes or remains absent from their unit or place of duty and intends to do so permanently, or leaves their unit or place of duty to avoid a hazardous task or mission.

IV. Terrorism

Section 1. An act of terrorism against the Bounty Hunters Guild is a voluntary denouncement of citizenship or denouncement of any protection under the laws . All persons found guilty of terrorism by the High Court shall have their citizenship revoked, all freedoms revoked, and shall serve a Class I offense.

V. Hostility

Section 1. Under no circumstances will the Bounty Hunters Guild and its affiliates tolerate any attempted hostile takeovers of its Space.

Section 2. Any attempts by a foreign power attempting a hostile takeover of Protected Space shall be subject to a public Bounty Hunters Guild Condemnation and will be met with force.

Section 3. Should Military Action becomes necessary, anyone with the rank of a Knight shall be able to sign a warrant for the arrest and/or execution of anyone the Bounty Hunters Guild has been instructed to publicly condemn. Anyone within Crimson Nova may execute these warrants.

VI. Rights of Law

Section 1. The Laws and Punishments listed above are simply a guideline for justice, however the Justices of the High Court shall have the power to analyze and interpret these laws at their discretion.
